家长权利/程序保障

《残疾人教育法》是关于残疾学生教育的联邦法律，要求学校向残疾儿童的父母提供通知，其中详细说明根据《残疾人教育法》和美国教育部的规定可提供的程序保障。

由2005年7月1日起，每学年须向家长提供一次程序保障。 In addition to the once a year requirement, they must be given to a parent:
• upon initial referral for evaluation;
• on the date the decision is made to make a removal that constitutes a disciplinary change of placement;
• upon parental request for an additional copy;
• and, upon the first occurrence of the filing of a due process hearing request or child complaint.

Procedural Safeguards provide parents with information on various aspects of special education so they can make informed decisions about their child’s educational services.
